Torrent 0 of 2 seeds not downloading

Nov 22, 2017 I have a few torrents with seed-to-pears ratio about 2, so I'd expect some I am seeing Seeds : Peers to be 0 (8) : 0(18) for one such torrent, 0(1) : 0(3) for I'm only uploading so I'm not sure how downloads were affected.
